The contracts carry a base performance period running from Aug. 1, 2026 through July 31, 2027, plus two optional follow-on years that could extend the arrangement through July 31, 2029. The NRO did not disclose contract values; its budget is classified. [1]

An Umbra spokesperson told Breaking Defense that following "four years of study, this is a new vehicle that operationalizes the program into a firm/fixed price, sole source contract." [1]

What the new contract structure signals is discipline: performance thresholds, continuous improvement goals, and a clear expectation that commercial orbital radar is no longer a novelty the intelligence community is testing but a permanent layer of its sensing architecture.

The NRO's Commercial Systems Program Office says the RCA approach "better reflects both the current needs of the users and capabilities of the awardees"—a line that reads less like bureaucratic boilerplate and more like a standing order. [1]

By integrating commercial SAR capabilities with national systems, the NRO increases its intelligence, surveillance, and reconnaissance capacity and flexibility, ensuring timely and persistent global coverage.NRO spokesperson
