Senate Creates a Four-Star Drone Command
The FY27 NDAA authorizes $1.14 trillion in defense spending and stands up a new combatant command for autonomous systems.

The Senate Armed Services Committee has passed its fiscal 2027 defense policy bill, authorizing $1.14 trillion in spending and establishing a dedicated Robotic and Autonomous Systems Combatant Command to oversee drone integration across military operations. [1]

The bill also creates an Undersecretary of Defense for Cyber, Information, and Networks, dual-hatted as the department's chief information officer and principal cyber advisor to the secretary of defense. [1] On AI, the legislation codifies the Pentagon's review process for autonomous weapons, specifying standards for human judgment, validation, and testing requirements, and directs the department to build an ecosystem for agentic AI systems deployed at scale. The committee voted 18-9 to advance the bill — a wider dissent margin than typical for the usually bipartisan measure. [1] Senators Tim Kaine and Tammy Duckworth both voted against it. [1]
On the industrial base, SASC codified President Donald Trump's executive order prohibiting defense contractor share buybacks and dividends, while allowing waivers for companies that submit a defense investment plan that outlines how they're investing in research and development, facility expansion and workforce programs. What the bill signals is less about topline dollars than about institutional architecture — who controls the robots, who owns the data, and who bears the cost of the build-up.
